⚡ Quick Answer

To register a business with FBR, visit iris.fbr.gov.pk, click "Registration for Unregistered Person," fill out Form 181 with your CNIC and business details, and submit. Your NTN is issued instantly for sole proprietors. The process is free, takes under 30 minutes, and is entirely online.

Why Register Your Business with FBR?

FBR registration is not just a legal obligation — it unlocks significant financial advantages. Registered filers pay substantially lower withholding tax rates on hundreds of everyday transactions. Per the KPMG Tax Year 2026 Rate Card, persons not appearing on the Active Taxpayers List face 100% increased WHT rates across all applicable transactions.

Who Must Register with FBR?

Under the Income Tax Ordinance 2001, the following are required to register and file annual returns:

  • Any person with annual business income exceeding Rs 600,000
  • Any person owning property worth Rs 500,000 or more
  • All companies incorporated under the Companies Act
  • Any Association of Persons (AOP/partnership)
  • Anyone with a foreign income source or foreign asset
💡

Voluntary registration is always recommended even if you fall below these thresholds. The filer benefits — lower WHT on every transaction — far outweigh the effort of filing a simple annual return.

Step-by-Step: How to Register on IRIS

1

Go to IRIS — FBR's Online Portal

Open iris.fbr.gov.pk and look for "Registration for Unregistered Person" on the login page. Do not use the regular login if you don't have an account yet.

2

Enter Your CNIC & Mobile Number

Enter your 13-digit CNIC and the mobile number registered to it. FBR sends a One-Time Password (OTP) to verify your identity.

3

Fill Out Form 181

Complete the registration form with your personal details, address, business type, business activity code, and bank account details.

  • Select your Business Activity Code from the dropdown
  • Add your Bank Account / IBAN
  • Add Property Details if applicable
4

Submit and Receive Your NTN

After submitting Form 181, FBR processes your registration. For sole proprietors, the NTN is issued immediately and equals your CNIC. You'll receive IRIS credentials via SMS/email.

5

Log In to IRIS and Complete Your Profile

Review your taxpayer profile, update any missing information, and confirm your registration status is marked Active.

6

File Your First Tax Return

Registration alone does NOT make you an active filer. You must file at least one annual return by September 30. Even a nil return counts. See: Small Business Tax Guide →

Registration by Business Type

Sole Proprietorship

The simplest registration. Your NTN = your CNIC. Register as an "Individual" in IRIS. No corporate documents needed.

Partnership / AOP

Partnerships register as an Association of Persons (AOP) with their own separate NTN. All partners should also have individual NTNs. You'll need the partnership deed.

Private Limited Company

Companies registered with SECP must separately register with FBR. Select "Company" in IRIS and upload the SECP incorporation certificate.

⚠️

SECP ≠ FBR. SECP registration (forming a company) and FBR registration (getting an NTN) are two separate processes. You need both. SECP creates your company legally; FBR registers you for taxation.

What to Do After Getting Your NTN

  1. File your annual income tax return by September 30 every year
  2. Register for Sales Tax (STRN) if your annual turnover exceeds Rs 10 million — see our Sales Tax Registration Guide →
  3. Open a separate business bank account and link it in IRIS
  4. Maintain business records — invoices, receipts, payroll — for at least 5 years
  5. Monitor your IRIS inbox — FBR sends all audit notices and demand letters through IRIS

Common Mistakes to Avoid

  • Using a mobile number not registered against your CNIC — OTP won't be delivered
  • Selecting the wrong business activity code
  • Registering but never filing a return — registration alone does not make you an active filer
  • Not updating IRIS when your address or bank account changes
  • Ignoring IRIS notices — these can escalate to enforcement quickly

Frequently Asked Questions

Is FBR registration free?
Yes. Registering with FBR on IRIS is completely free. Be wary of agents charging fees — you can do it yourself in under 30 minutes.
What is the difference between NTN and STRN?
NTN is for income tax registration. STRN is a separate sales tax registration required when your taxable supplies exceed Rs 10 million per year. You can have both.
How long does FBR registration take?
For sole proprietors, NTN is issued instantly online. For companies and AOPs, processing can take 1–3 working days.
